OK, You're the Army
Pretend you're in charge of your own personal army for a minute. And in your army, you have your troops doing battle in a land where it's tough to tell the difference between the good guys and the bad guys. And the soldiers are being attacked by IED's all the time so the attacks are generally not your typical battlefield frontal confrontations.
Now imagine that even though the country you live in can give billions of dollars to its richest taxpayers, it can't find the money in the budget to provide your army with the appropriate body armor...
But through some miracle, the family members of the soldiers in your army are able to pull together and come up with the money needed to buy this armor. Sure, the typical family of the guys in your army is poor but THEY MADE IT HAPPEN because they love their son or daughter. So the additional sacrifice is worth it to them.

Remember, you're running the army. How would you handle this?
I can tell you one thing you probably wouldn't do; you probably wouldn't force the soldiers in your army to leave that armor in the tent under the bunk rather than wearing it. But that is exactly what the US Army is doing. This makes me sick.

I'll tell you what I'd do: I'd tell the rich in this country they were expected to sacrifice just like the poor during wartime. They aren't being asked to send their sons or daughters but they damn well ought to be FORCED to pay for the protection of those fighting this war. And since we're already borrowing at record levels, I might just have to ask them to contribute a few extra bucks to the taxman.
