Sure, the folks in New Orleans and at the state level could have done more but it's very clear that Bush putting a chump in charge at FEMA had catastrophic consequences.

Yesterday the Director of Homeland Security had this to say about the local response to Katrina.

"My own view is this, I've got to get my own house in order," Chertoff said. "I am not here to judge others. I did not have a problem with state and local officials." (Article link HERE)

So, it seems to me that important people don't seem to have agreed with Bush when he said his chump Mike Brown was "doing one hell of a job." Simply put: His incompetence killed people. And an incompetent President gave him the keys.
